Bandra Kurla Complex

Inception of BKC

The Bandra Kurla Complex (BKC) was first conceived in 1958 by the Barve Committee as an alternative commercial hub to decongest South Mumbai, strategically situated between the Central and Western railway corridors.

To ensure integrated regional development and prevent disjointed growth by various independent government agencies, the Government of Maharashtra appointed MMRDA as Special Planning Authority for Bandra Kurla Complex Notified Area in 1977 comprising of 1,262 Ha; wherein the Direct-Action Area admeasuring 370 Ha was largely open and developable; and balance area where sizeable development has already taken place was considered as Influence Area.

The Direct Action Area admeasuring 370Ha out of 1,262Ha comprised of 9 Blocks named from A to I. In 2003, Government deleted the proposed railway car shed situated North of ‘G’ Block and included the said area in ‘G’ Block, the said block is termed as ‘G-Txt’ Block. Also, the areas under H-Block and A-Block were deleted from the SPA area of BKC Notified Area in 2009 and 2015 respectively.

With deletion of A Block, strip of land between LBS Marg and Mithi River and H Block from BKC Notified Area, as on date the Direct Action Area is reduced. A primary focal point of this planning is the 'G' Block, which functions as a core zone for major commercial and wholesale activities, with its land use heavily prioritized toward commercial spaces, roads and residential housing, balanced by dedicated provisions for open spaces, social facilities and services.

As on date the total area of BKC Notified area comprise of 7 Blocks named from B, C ,D , D-1, E, F, G, G-N, G-TxT and I Blocks. Among these Blocks the following E, G, G-N, G-TxT Blocks are owned by MMRDA

Planning Proposal for BKC:

Govt. of Maharashtra vide notification no. BKR-1177/262/UD-5 dated 07/03/1977 appointed MMRDA as Special Planning Authority (SPA) under the provisions of Section 40 of MR&TP Act-1966 for an area of 370 Ha. of land for Bandra-Kurla Complex (BKC). Main reason behind the development of BKC is too de-congest south Mumbai and to establish another new centre of commercial-office activity in the central part of the Greater Bombay.

BKC is located in the centre of City on North of the Mithi River. It comprises of part of land from Villages Bandra, Kolekalyan, Parighakhar and Kurla. BKC is located between the western railway line and central railway line with Bandra Station and Kurla Station on both lines, respectively being the closest railway stations.

Further, Government of Maharashtra vide notification no. BKR-1177/262/UD-5 dated 09/04/1979 has sanctioned the Planning Proposal for BKC Notified Area along with Development Control Regulations. Post 1990 part of the BKC is developed as

an International Finance Business Centre (IFBC) for which the Master Plan was prepared by renowned Architect B.V. Doshi.

As per Sanctioned Planning Proposal for BKC Notified Area, total area of land owned by MMRDA as on dated is approximately 200 Ha, which include G, GN, G-TxT & E Blocks of BKC. The bulk of the land in this block is earmarked as commercial and wholesale establishments; and some land is earmarked as residential for complementary housing. The Land Use Plan shows broad zoning and major arterial links and the reservations required for social facilities and open spaces.

BKC is seamlessly connected by underground Metro Line 3 (Aqua Line) and major roadways like the SCLR Extension and BKC-Worli Connector. It is situated at the Y-Junction of the local train corridors of Western line towards Bandra station and Eastern line towards Kurla station. The 2 to 3 km distance to Bandra East and Kurla West stations is bridged by a network of frequent BEST, private feeder buses and autorickshaws. This dedicated para-transit optimized the traffic demands during peak hours and ensures reliable and frequent para-transit options for commuters.

Mode of Disposal w.r.t. Plot allotment procedure in BKC:

MMRDA is the owner of the lands in 'E' and 'G' Block of BKC. MMRDA allots its land under the provision of its Land Disposal Regulation, 1977 (as amended time to time).

In accordance with the MMRDA (Disposal of Land) Regulations, 1977, plots in ‘G’ Block of BKC were leased by MMRDA; either by invitation of tender or by offer as the case may be.

The sale of land from BKC is a major source of revenue for MMRDA for funding various infrastructure projects in entire MMR. As per the master plan for BKC major land use proposed is Commercial to boost the creation of job opportunities with supplementary land uses like Residential, Social Facility, Recreation Garden, etc.

Moreover, ‘G’ Block of BKC is envisioned to be developed as an ‘International Financial Business Centre’. Thus, BKC observes a certain category of institutes/ organisations/ firms which are engaged in financial, and business services in its Business District.
