Proposal for Construction of Flyovers at Key Intersections on JVLR to Alleviate Chronic Traffic Congestion
To:
The Metropolitan Commissioner
Mumbai Metropolitan Region Development Authority (MMRDA)
Bandra-Kurla Complex, Mumbai
Email: mmrda@mmrda.maharashtra.gov.in
Respected Sir/Madam,
I am writing as a concerned citizen and regular commuter on the Jogeshwari–Vikhroli Link Road (JVLR), to propose the construction of three flyovers at critical intersections that experience chronic traffic congestion and pose serious risks to commuter safety and travel efficiency. The proposed locations are:
1. Powai Plaza Intersection (Hiranandani Link Road Junction)
Problem: Severe congestion due to merging traffic from Hiranandani Gardens, Saki Vihar Road, and L&T Flyover exit.
Impact: Regular traffic pile-ups extending over 1 km during peak hours; frequent accidents and road rage incidents.
Proposal: A unidirectional flyover from the L&T exit lane continuing over the Powai Plaza signal to connect with the downhill stretch towards IIT, bypassing the intersection entirely.
2. IIT Main Gate Intersection
Problem: High pedestrian movement from IIT Bombay, multiple U-turns, and merging traffic from IIT Market and the service road create major bottlenecks.
Impact: Constant slowdowns, with eastbound traffic towards Tagore Nagar coming to a standstill during peak hours.
Proposal: A short flyover over the IIT Main Gate signal to maintain uninterrupted east-west flow, with proper pedestrian underpass or foot-over-bridge to ensure safety.
3. Tagore Nagar Junction (Eastern Express Link)
Problem: Heavy merging and turning traffic from Tagore Nagar and Kanjurmarg West, especially during school and office hours.
Impact: Backlogs spilling onto Eastern Express Highway and JVLR both, increasing commute time significantly.
Proposal: A split-level flyover with a right-turn underpass for Tagore Nagar-bound traffic and a flyover to maintain straight-through flow on JVLR.
Benefits of Implementation:
Reduced congestion and smoother east-west connectivity across Mumbai.
Improved emergency vehicle access between the western and eastern suburbs.
Enhanced safety for pedestrians and non-motorized road users.
Environmental gain by cutting idle vehicle emissions during traffic delays.
We urge the MMRDA to consider conducting a traffic feasibility study and include these flyovers in upcoming infrastructure planning budgets. These bottlenecks have persisted for years and need urgent resolution to support Mumbai’s growing mobility demands.
I am happy to assist further by providing ground-level documentation, photographs, or gathering local community feedback to support this proposal.
Sincerely,
Andrew Collaco
