Background

PROJECT BACKGROUND:

  • Mumbai Metropolitan Regional Development Authority (MMRDA) has undertaken construction of underground road connectivity from Orange Gate to Marine Drive at Mumbai Island city, to meet the growing traffic demand and improvement of transportation scenario in Mumbai Metropolitan Area.
  • MMRDA had appointed M/s. PADECO Co. Ltd as a consultant for preparation of a detailed project report (DPR). Accordingly, the consultant has prepared and submitted the DPR.
  • The Administrative approval to project cost amounting to Rs. 8,056 Crore is granted in its 154th Authority meeting held on 10th March 2023.
  • The foundation stone for this project was laid by the Hon’ble Prime Minister of India on 12th January 2024

PROJECT DESCRIPTION

  • The Eastern Freeway terminates at Orange Gate of MbPT at P’DeMello road. The traffic merges with existing traffic on P’DeMello road. This creates traffic conjunction and queues on up as well as down ramps during peak hours. Government Post Office junction is affected and signal time for the commuters increased substantially. This project will serve as a crucial link connecting the heavily congested urban area of Mumbai, facilitating an east-west coastal connection through the Eastern Expressway to the Marine Drive, and providing a fast and efficient traffic system
  • The project alignment crosses Harbour Line alignment (Central Railway) near Old Elphinstone Bridge, Western Railway near Charni Road Station, proposed Metro Line 11 & Metro Line 3 near Lamington Road Junction and ends near Wankhede Stadium on Netaji Subhash Chandra Bose Road at Marine Drive.
  • The Project will help in reduction of travel time by 20-30 minutes and lead to fuel savings. The travel time between Orange Gate and Marine Drive will be just five minutes after completion of the project. About 14650 vehicles are estimated to travel on Orange Gate tunnel project in horizon year 2029.
  • The project consists of underground tunnels constructed by using 2 numbers of large diameter Tunnel Boring Machines (TBM) as well as cut & cover and open ramp on both sides and elevated down ramp from Eastern Free Way.
  • The inner diameter of each tunnel is 11 meters and outer diameter is 12.30 meters.
  • Each tunnel shall have 2 lanes of 3.2 m width, 1 emergency lane & raised foot path (0.6 m) with design speed of 80 km/hr.
  • Total project length considering both tunnels is 9.239 Km which includes 4.270 Meter of LHS tunnel and 2.240 Meter of RHS tunnel. Total Tunnel length using tunnel boring machine: 6.51 Km
  • The maximum depth of the crown of the tunnel is about 52 m from the ground maintaining safe clearance with the MML3, central rail, western rail, high-rise building foundations and other existing buildings and structure.
  • Tunnels will have inner reinforced concrete precast linings segments for structural stability, durability as well as construction of cross passages etc.
  • Minimum vertical clearance of 5.50 m is being provided over the full width of carriageway and Emergency Lane.
  • Additional vertical clearance is being provided for accommodating tunnel lighting fixtures and other accessories.
  • The carriageways inside the tunnels will be of cement concrete.
  • To ensure proper ventilation within the tunnels, necessary mechanization is proposed. Fire-resistant systems, adequate lighting, and an Intelligent Transport System (ITS) for efficient traffic management are among the various planned features.
  • The expected construction period is 54 months.

 

PRESENT STATUS:

  • M/s. Larson & Toubro Construction has been awarded construction of the project on ‘design & build’ basis vide NTP dated 20.6.2024.
  • M/s. Hill International- Tata Consulting Engineers JV has been awarded the contract for Project Management Consultancy vide NTP dated 20.06.2024.
  • Majority of necessary permissions from concerned authorities have been received and others are in advanced stage of issuance.
  • Development works at Tunnel liner Pre-casting Yard in Uran has been commenced.
  • Land for construction of TBM Launching Shaft at Eastern Water Front area is handed by Mumbai Port Trust on 01.10.2025.
  • 70 % of Tunnel Boring Machine Launching Shaft construction at Eastern Water Front Area is completed.
  • Tunnel Boring Machine Refurbishment is in advanced stage of completion.
  • Physical Progress of the project: 10.40% (Till June 2025).  Financial Progress of the project: 7.95% (Till May 2025)
