Nirmal MMR Abhiyan

The Central Government has decided to eradicate the practice of open defecation. The State Government vide their decision No.M.SS-1000 S.No. 241/P.No.PP41, Mantralaya, Mumbai 400 032 dated 30.08.2001 has taken a policy decision to provide sanitation facility (community toilet blocks) including operation and it's maintenance in the jurisdiction of Municipal corporation/Municipal councils in the state except Municipal Corporation of Greater Mumbai.

After detailed study of the policy of Central and State Government, it was decided to implement Nirmal Mumbai Metropolitan Region Sanitation Abhiyan under the guidance, control and supervision of Urban Local Bodies, through NGO involving community participation. This decision was taken in the Authority meeting held on 28th September, 2007.

Following are The Organizations playing vital role in Nirmal MMR Abhiyan

MMRDA :- Mumbai Metropolitan Region Development Authority has provided finance to ULBs on 100% grant basis. A cell called Nirmal MMR Abhiyan is established by MMRDA to have proper control on the use of grant provided to various Municipal Corporations/Councils.

Urban Local Body :- The Urban Local Body i.e. various Municipal Corporations/Councils in Nirmal MMR Abhiyan shall be responsible for the quality of Construction work through supervision, to make proper payments to NGOs as per the Measurements Book (M. B.) records, to provide land for construction of Toilet Blocks, water, electricity and appointment of CBO etc. The ULB shall submit all the reports required by MMRDA.

Non-Government Organization :- The NGOs appointed by the ULBs shall be responsible for the Programme Publicity for Community Participation, health and hygiene education, Planning of sanitation facility, design, construction of Toilet Blocks, training etc. and for C.B.O. formation.

Community Based Organization (C.B.O.) :- The Toilets Constructed under the Nirmal MMR Abhiyan are being operated and maintained by the C.B.O.s for whom the toilets are constructed and therefore the toilets are called as Community Toilet Blocks. Where no CBOs has been appointed, the same are being operated and maintained by the respective ULBs.

Nirmal MMR Abhiyan

Mumbai Metropolitan Region Development Authority has constructed 1283 sites of 25466 seats in two years and handed over to the people in the slum. One toilet seat generally used by 40 peoples means daily about 1,00,000 people are using these toilet. In this Toilet Block there are separate arrangement for male, female, senior citizen and handicapped and also bathrooms are available especially for women. In these Community Toilet Blocks separate electric and water supply are provided. For 24 hours cleaning and maintenance of toilet, resident accommodation facility has been provided for caretaker. Hence almost 1200 peoples were got employment.

Nirmal MMR Abhiyan

It was decided to construct about 24,000 Toilet seats at the estimated cost of Rs.300 crores in the jurisdiction of 5 Municipal Corporations and 13 Municipal Councils falling in jurisdiction of Mumbai Metropolitan Region excluding Municipal Corporation of Greater Mumbai and Navi Mumbai Municipal Corporation.

The actual construction of Community Toilet Blocks has started in March, 2008. In First Phase 574 sites of 11572 seats are constructed, in the Second Phase 709 sites of 13894 seats are completed and handed over to the community people for the purpose of use.
